There is no inheritance tax in Canada.
However, CRA has its ways of taxing at death.
The way it works is that when a person dies, all his/her property is "deemed to be sold at Fair market value".
The capital gain realized is taxed, not the principle amount.
However, if a spouse is still alive, everything is transferred to the surviving spouse without any tax implications until the 2nd person dies too.

The point is SF (bay area) in general have a much larger population (8 million), much divested economy (IT, biotech, financial and tourist industry). Jobs are always come and go, do you know any Chinese live in US with degree work for grocery in bay area ?
No doubt, Vancouver /Canada is a very attractive place for many Chinese as well, otherwise it won't that much people come to here. That does not mean we need to trash talking other place (unless you do show your convincing/expertise argument). Learn to appreciate others is the sign of confidence.
