Developers are not charity. They must make money to survive. They can only make money when home prices are going up. Now the prices are not rising and start to go down. That was why developers were holding new projects to prevent further losses of investments. Now governments can only reduce the costs from regulations and provide funds to lure the developers to keep building those projects which have already approved. But developers are still not confident to make profits as the markets are keep sliding.
