支出太大!加国老年保障金要动了?

首先,他表示预算将在三年内实现经常性支出平衡,以将未来借款限制于有利于年轻人的长期基础设施投资


然而,国会预算办公室(Parliamentary Budget Officer, PBO)指出,政府对资本投资的定义过于宽泛。按PBO计算,计划的资本支出比部长所述低约30%,这意味着经常性支出仍将处于赤字状态。其中主要原因就是对收入六位数退休夫妇的老年保障金OAS持续慷慨支出。

其次,商鹏飞将基础设施支出形容为“变革性”,但规模仍然有限。到2029年,基础设施支出预计增加约50亿元,而同年OAS支出将增加280亿元——几乎是前者的六倍。如果政府的目标是将财政空间转向未来建设,数据显示今天老年选民的支出仍然占主导。


第三,商鹏飞提到住房和青年气候队(Youth Climate Corps)作为预算中对年轻人的优先支持,但数字显示现实差距明显。青年气候队每年仅获2,000万元资金——与老年保障金OAS支出相比几乎可以忽略不计。

而住房资本投资预计从2023年的40亿元下降至2029年的34亿元。尽管在2025至2027年间有临时增加,但全国住房战略(National Housing Strategy)资金到期后,如果渥太华不及时更新和加强策略,将存在重大风险。


另外两项住房措施——免征首次购房者消费税和协助市政发展收费——部分抵消了下降。综合计算,2029年的净新增住房支出约为16亿元。

而16亿元在2029年的预算中只能算“小巫见大巫”,因为同年仅老年保障金OAS新增支出就高达280亿元,包括向高收入且拥有可观房产的退休夫妇提供支持。


值得肯定的是,部长商鹏飞在近期发言中表示,愿意就老年保障金OAS改革进行探讨。

保罗·克肖博士也警告加拿大老年保障金改革刻不容缓。

他指太多年轻加拿大人生活在财政压力之下,而仍有40万老年人生活在贫困线以下,同时OAS却为收入高于全国中位数两倍的退休家庭提供慷慨补贴。如果加拿大希望打造真正的“G7最佳经济体”,现代化老年保障金OAS至关重要——既释放年轻一代和未来世代所需的投资空间,又确保没有老年人被落下。

    早就悄没声儿地改了. 以前说在加拿大住满10年就可以拿的.现在改成住满20年, 而且拿的时候还必须住在加拿大, 这个有点记不清了.估计以后就会是没在加拿大工作过的, 不给老人金了.

    OAS will become a terminal issue sooner or later. People depend on OAS for their retirements more than their retirements savings when OAS becomes more and more generous. Almost everyone like to get higher OAS even though they have six digits retirement incomes. OAS will become a blackhole to suck up all tax dollars from younger generations and encourage no retirement savings and investments. We always say that those people in poverty must have their own problems. We must leave someone behind in order to keep our society financially healthy. Otherwise, that is communism which we all hate it in name but love it in reality.

    胡说八道。不懂装懂!想多领OAS,你要推迟开始领取的时间。但是,万一,你提前“嘎”了,OAS也就没了。领取之前,算好死亡时间比瞎BB重要。

    Lots of seniors move their assets to their kids in order to get OAS paid higher. Cheating becomes popular in this society and those people are so proud of doing this as smart strategies. That hurts all others. Nobody blames them in the public, neither by politicians who know the tricks. But they just do not want to change that as that will make them lose votes or seats in the elections. That is why politicians and everyone just want to get more into their pockets until the bankruptcy of the nation. That will be the game to start over again.
