“技术主权”成为此次战略的重点之一。

文件指出，加拿大目前过度依赖外国云计算平台及基础设施，容易受到外部经济和政治因素影响，存在“战略暴露风险”。

为此，联邦政府提出“建设—合作—采购”（Build-Partner-Buy）模式：

能自主建设的关键AI基础设施优先在加拿大国内建设；
与可信赖盟友合作开发技术；
必要时采购现有市场解决方案。

战略还提出：

建设一台“世界领先”的超级计算机；
扩建具备100兆瓦运算能力的数据中心网络；
服务加拿大本土企业和机构；
深化与德国等盟友的AI合作。

加拿大还计划扩大今年与德国共同成立的“主权技术联盟”（Sovereign Technology Alliance），进一步加强与盟国在人工智能领域的合作。

Now we can see that PM of Canada is talking about AI sovereign, Canadian values and sovereign technology alliance. That means we must establish the firewalls between countries which do not share the same values. Also Canada must develop its own leading AI technology instead of using those from the south of our border. It seems we look towards Germany as our AI alliance. Europe is now very slow in AI technology. Can this strategy work? I do not think so. 赞踩回复 0

I called for AI regulations lots of time. There is still no actions taken from almost all countries. Risks might not be high enough at this moment. World leaders and politicians have no excuses to pass laws for AI regulations. They can only do that once a serious incident happens and hurts seriously large amount of people. Otherwise, they will be blamed of fighting against new technology and development. The day will come sooner or later. Somebody will get hurt by AI for sure. 赞 1 踩回复 0
